H.R. 803, entitled the Supporting Knowledge and Investing in Lifelong Skills Act (or SKILLS Act) reauthorizes the Workforce Investment Act of 1999. It was introduced by Representative Virginia Foxx (R-NC) on February 25, 2013. A hallmark of the bill is that it focuses on consolidating the federal workforce program by forming a single Workforce Investment Fund from 35 programs. |

This bill represents the temporary solution to the "fiscal cliff" crisis in late December of 2012 and early January of 2013. It became law on January 3, 2013. It addresses, among other things, increasing federal revnues via taxes; delaying the sequester for two months; and lowering the federal spending caps for discretionary funding in FY2013 and FY 2014. |
