Advisory Regarding Updated WIA Youth and Adult Data for PY 2013
This notice advises states that economically disadvantaged youth and adult data for use in the WIA Youth and Adult within-state allocation formulas are available on the Employment and Training Administration (ETA) website and that states should use this data in PY 2013 and future within-state allocation formulas.
DOL Notice on Calculating WIA Allotments in FY 2013
This Training and Employment Notice, issued by the Department of Labor's Employment and Training Administration on March 20, 2013, is meant to assist states in annual budget planning because of the lack oFy 2013 full year appropriations. It provides advance notice of potnential impacts of applying current deemographic and employment data on WIA allotment formulas.
Administration of Technology-Based Learning Surveys (Training and Employment Notice)
This Training and Employment Notice (TEN 21-12), issued by the Department of Labor's Employment and training Administration on February 15, 2013, alerts State Workforce Agency Administrators and Local Workforce Investment Board Executive Directors that a study of Technology-Based Learning in the public workforce system is being implemented and their completion of the surveys will support this study.

Evaluation of Wworkforce Investment Act Waivers Final Report
This is the final report from an evaluation, conducted by Mathematica Policy Research, on a selection of specific waivers from some requirements asscoaited with the Workforce Investment Act. Drawing from the two interim reports and additional analysis, this final report summarizes the findings from all phases of data collection under the study. Some of the observations in the final report include lessons learned from the waiver implementation process such as the need to streamline the waiver request process and waiver-related paperwork requirements and the need to share information and guidance on waivers and their potential uses as well as the benefits of approving waivers for longer periods of time.
Evaluation of Waivers Granted Under WIA: Profiles of 12 Sites in Final Interim Report
This second interim report, released by Mathematica Policy Research in January 2013, provides findings primarily from the second phase of data collection for this study. The report focuses on profiles of the 12 local areas visited and provides descriptive information about waiver use in those local areas.  The profiles combine data collected from state officials about the waiver application and implementation process with information collected on site during discussions with local area staff, employers, and training providers.
Wagner-Peyser Intensive Services Guidance
This Training and Employment Guidance Letter, issued by the Department of Labor's Employment and Training Adminstration on January 3, 2013, outlines flexibility of Wagner-Peyser funds within provisions of the Workforce Investment Act.
Mathematica Evaluation of WIA Waivers
WIA allows states to apply for waivers of WIA regulations, providing greater flexibility in serving the specific needs of local populations. This report describes the reasons for a selected 20 waiver requests and the implementation of waivers at the state and local level, and explores how waiver implementation may have affected the workforce system and the services delivered. Released on August 3, 2012.
Evaluation of the Re-Integration of Ex-Offenders (RExO) Program: Interim Report
Released in July 2012, this report focuses on the Reintegration of Ex-Offenders (RExO) initiative, which was launched in 2005 as a joint initiative by the Department of Labor, Employment and Training Administration (ETA) and the Department of Justice.  RExO was set up to strengthen urban communities heavily affected by the challenges associated with high numbers of prisoners seeking to re-enter their communities following the completion of their sentences. 
Reconnecting Young Adults 18-24: A Report to the Washington State Legislature - Nov. 2008

The Washington State Legislature passed Senate Bill 6261 in 2008, which calls for the Workforce Training and Education Coordinating Board to examine programs to help young people between 18 and 24 years of age be more successful in the workforce and make recommendations to improve policies and programs in Washington. Section 28 states:
     Conduct research into workforce development programs designed to reduce the high unemployment rate among young people between approximately eighteen and twenty-four years of age. In consultation with the operating agencies, the board shall advise the governor and legislature on policies and programs to alleviate the high unemployment rate among young people. The research shall include disaggregated demographic information and, to the extent possible, income data for adult youth. The research shall also include a comparison of the effectiveness of programs examined as part of the research conducted in this subsection in relation to the public investment made in these programs in reducing unemployment of young adults. The board shall report to the appropriate committees of the legislature by November 15, 2008, and every two years thereafter. Where possible, the data reported to the legislature should be reported in numbers and in percentages.
