The purpose of this policy framework developed by NYEC is to promote a national framework that includes actions for government at all levels to promote the development of youth through education and employment opportunities. NYEC wants to build policies at the local, state, and federal level that facilitate quality programs and this framework can be used as a blueprint for influencing policy development at all levels of government. 4/15/99
